Hampton Harris, a lawyer who owns a real estate business in Montgomery, speaks during a candidates forum in Mobile. Harris said the Alabama Legislature could have found other ways to increase funds for road projects instead of the across-the-board gas tax increase in the Rebuild Alabama Act.
